Kentucky nursing home ordered to pay $20,000 to civil monetary fund; administrator dodges criminal charges

The Hazard Nursing Home in Hazard, KY, was criminally charged with neglecting to report alleged sexual abuse of a patient in 2009. Sheila Noe, the administrator of the company that owns the nursing home,  was made aware of sex abuse allegations in 2009, but failed to report allegations to the Cabinet for Health and Family Services, which is required by state law. Kentucky Attorney General Jack Conway reached an agreement with Noe and the Hazard Nursing Home, which allowed the criminal charges to be dropped, but required updated guidelines for the nursing home. The home was required to pay $20,000 to a Civil Monetary Fund and also barred Sheila Noe from ever again being an administrator at any nursing homes.
